Former San Diego deputy gets prison time
A former San Diego County sheriff's deputy was sentenced to four years and nine months in federal prison after a restrained detainee suffered a fractured spine. The case adds to Southern California scrutiny of jail force and deputy accountability.

Jeremiah Manuyag Flores, 45, of La Jolla was sentenced Tuesday for civil rights violations tied to an August 2024 incident inside a San Diego County holding cell. The detainee, identified in court records as J.P., had his legs shackled and hands chained at the waist when Flores shoved him from behind, leaving him injured and unattended for more than two hours.
A jury found Flores guilty in December 2025 of depriving the detainee of rights under color of law and falsifying records. The Sheriff's Department said he was effectively terminated on June 9, and his convictions bar him from law enforcement jobs at the local, state or federal level.
